Paul Delacourt
Paul joined Stratagem Consulting in 2021, and became Managing Partner in 2023. He is also an adjunct lecturer on Intelligence and Analysis at the University of Chicago. Paul counsels executives and organizations on compliance, risk mitigation, internal program reviews, and incident response planning.
Paul retired from the FBI in 2021 as the Assistant Director of the Strategic Realignment Office. Paul also served seven years in senior-executive operational leadership positions, including Assistant Director in Charge of the Los Angeles Field Office, where he led the FBI’s third-largest operational division and the response to numerous crisis events. Paul previously served as Special Agent in Charge of the Honolulu Field Office and Senior FBI Advisor to the U.S. Military’s Indo-Pacific Command. Prior to his stewardship of the Bureau’s operational mission in the Asia-Pacific region, Paul led criminal and counterterrorism investigations as well as international special events and crisis management efforts. Paul was an early deployer to and a tactical leader of FBI resources in Afghanistan and Iraq.
Paul holds a J.D. from Wayne State University Law School and a B.A. from the University of Michigan. Prior to joining the FBI, Paul practiced law and clerked for a U.S. District Judge.

Jeff Green
As a founding partner of Stratagem Consulting, Jeff counsels business leaders, government executives, and non-governmental organizations on risk management, sensitive investigations, and a wide range of security matters. Prior to forming Stratagem, Jeff spent more than two decades as an agent and senior leader of the FBI, serving much of that time outside the United States working with U.S. and foreign partners and forming teams with leaders in business, law enforcement, intelligence, diplomacy, and the military. During Jeff’s work in foreign and domestic assignments, he acquired deep experience in all major FBI programs, including counterterrorism, counterintelligence, cyber, and criminal investigations.
Jeff holds a J.D. from the University of Michigan Law School. Prior to joining the FBI, Jeff practiced law at a large law firm in Washington, D.C., where he was a member of the litigation practice group representing some of the most consequential defense and technology firms in the U.S.

Sarah Smith
Sarah joined Stratagem as the Chief of Staff in 2023 and enjoys bringing together her expertise in program management and uniting people in an organization toward a common goal in this role. Sarah began her career with the FBI in 2015 and is currently serving at the Office of the Director of National Intelligence (ODNI), where she leads the delivery of strategic-level executive management support to all seniors at ODNI. Prior to her joint duty assignment at ODNI, Sarah served in a variety of roles across the Bureau focused on process improvement and change management. She spent a year in Los Angeles as the Special Assistant to the Director of the FBI Field Office, was the Senior Advisor to the Assistant Director of Human Resources on field office administrative matters, and spent several years as the Business Manager for the National Virtual Translation Center. Sarah spent over a decade in the private sector before beginning her intelligence career, and supported a diverse range of customers, including the Department of Energy and the Department of Defense.
Sarah attended James Madison University and graduated with a Bachelor of Science in Integrated Science and Technology. She later earned a Master of Science in Strategic Intelligence with a concentration in Leadership and Management from the National Intelligence University in 2018.

John Lenkart
John currently serves as a Senior Consultant at Stratagem Consulting, defining threats, assessing vulnerabilities, and developing solutions to mitigate strategic corporate risk.
John previously served for over 25 years combined in the FBI and US Army, with a broad strategic and operational background. As a senior FBI executive, he developed a new strategy and built an innovative team to counter national security threats in critical commercial sectors, with a specific expertise in Chinese telecom equipment manufacturers and their threats to US Information Communications Technology infrastructure and related supply chains. John brings extensive experience regarding critical infrastructure supply chain, risk management, and insider threat programs.
John was the Co-Founder and Chief Strategy Officer of Cyber Team 6, LLC (CT6). CT6 technology stops cybercrime before it impacts online customers, employees, and vendors. John’s expertise was leveraged to help reduce fraud, inform on supply chain risk, and disrupt the cybercrime ecosystem for CT6 clients.
John is an expert on technology and counterintelligence risk for national media, such as CNN. He has been interviewed for publications such as Wireless Wars: China’s Dangerous Domination of 5G, and How We’re Fighting Back. He also serves as the Homeland Protection Fellow at the Johns Hopkins University Applied Physics Laboratory. He holds a Bachelor’s Degree in Engineering Management from the United States Military Academy, West Point, NY, and a Master’s Degree in Security Studies from the Naval Postgraduate School, Monterey, CA.

Anthony Russo
Anthony serves as a Senior Consultant at Stratagem Consulting, delivering impressive insights on the Indo-Pacific region, the management of organizational cultures, and program assessments. During his 25-year career in the FBI, Anthony served in a variety of domestic and international leadership roles, culminating as a Senior Executive leading all FBI operations and the law enforcement and national security partnership with Australia. As recently as 2022, Anthony served as Legal Attaché in Canberra, Australia, where he led the FBI’s personnel and operational activities in Australia, New Zealand, and exercised regional leadership over FBI strategy in the Indo-Pacific theater. Prior to Canberra, Anthony served as Legal Attaché in Doha and Warsaw and as a Senior Executive at FBI headquarters, where he spearheaded comprehensive, unbiased, complex investigations and program evaluations of FBI programs and operations across the globe, along with crisis management responses and other sensitive activities and incidents.
As a senior leader of the FBI, Anthony led and managed large organizations of professionals operating in an environment and culture highly constrained by laws, policies, and the oversight of courts, regulatory frameworks, Congress, and the Executive Branch. Anthony earned deep experience running criminal and counterterrorism operations while ensuring organizational health, compliance, risk management, and positive change. Anthony exhibits a personal commitment to building and maintaining strong and effective partnerships with collaborators and clients, oriented toward seizing opportunities and achieving optimal security frameworks in the face of real-world threats.

Don Voiret
Don serves as a Senior Consultant at Stratagem Consulting, delivering expertise on international operations and risk management, directing sensitive investigations, and conducting internal program reviews and audits.
Don served in several Senior Executive positions of the FBI, leading the Seattle Field Office’s 500 personnel and significant regional responsibilities, and, as recently as 2022, leading the law enforcement and national security relationship with the United Kingdom. As Legal Attaché London, Don exercised authority over all FBI criminal and intelligence operations in the U.K. and built strong working partnerships to achieve results across a full spectrum of security interests.
Don’s 36 years of law enforcement experience and educational background in business administration made him uniquely qualified for yet another Senior Executive role as a steward of the FBI’s critical responsibility to conduct internal audits and performance evaluations of foreign and domestic operations and programs. Don’s prior senior leadership over domestic and international counterterrorism, cyber, criminal, and counterintelligence investigations instilled in him both the practitioner’s and supervisor’s perspective on team building, fact finding, and high-performance problem-solving that consistently delivered important results for the FBI, the American people, and allied foreign partners.
